Between 1977 and 1986, the Comisión Barrios y Pueblos (Neighbourhoods and Towns Committee) took the programme of the San Sebastian Film Festival to towns and villages all over the Basque Country and Navarre. This initiative generated suspicion from the outset: the rules of the FIAPF restricted the number of times a film could be screened, and some distributors were not very keen on the idea. In 1980, the Committee obtained the consent of filmmakers to continue carrying out the programme; one of them was a very young director called Pedro Almodóvar, who participated in a major film festival for the first time with Pepi, Luci, Bom y otras chicas del montón.
